(OT) MPEG encoder used for CNN digital feed?

I'd like to know as its something I'd like to avoid! Spent a week in Portland, OR and the Radison had a "cable" system with an obviously "digital" CNN channel. Worst artifact filled crap I've ever seen! The other channels looked pretty much normal.
