S VCD Authering using I Author Deluxe for S VCD

Wh won't my I Author for S VCD Multiplexer accept LIGOS encoded MPEG files but it will accept Xing encoded MPEG files.
Please help.

Not sure - but my limited experience with I-Author shows it to need MPEG's with input bit rates lower than ~2100 kbps.
