Its good to see a patch, but it'd be nice to know what its for.

The Hauppauge WinTV/USB did very nice mpeg2 captures at 6Mbps but produced non-compliant streams.

The ADS InstantDVD seems to produce compliant streams -- at least Nero accepts it raw SVCD captures and burns a SVCD that plays in compatible players, and its mpeg2 are seem compatible in that WinDVD on another system seems to play them back OK.
