can TMPenc or Virtualdub creat fake letterbox?

I have a music video I taped off of tv and it has some unnecessary lettering about 1 inch from the top and the bottom of the screen. I do not want to shrink the whole image; just put some horizontal black bars in the top and bottom to make it look like a fake letterbox.

I have virtual dub and TMPenc...but could not locate a feature that could accomplish this effect; do I have to get a full featured vid editor or are there any tricks I try with those two programs?

TMPGEnc -> Setting -> Advanced -> Clip Frame (double click to set parameters)
