Which mpg encoder is the best?

Hi to all of you,
I'm gonna convert some avi files.Do you know which mpg encoder gives the best quality:
Ligos,Panasonic or Xing?
Time which it needs to convert is no important.

Of the commercial products Panasonic has the better price point and gives very high quality.

Before I went buying an encoder, and especially if speed isn't very important, check out bbMPEG. It can do MPEG-1 and MPEG-2 and delivers quite good quality.
