When I reboot my computer the sound is a little distorted, and if I turn the windows volume all the way up I get a loud feedback type noise. If I mute line in the noise goes away, or if I run PC-VCR and then close it everything is fine until I shut down and start up again.

sound probs (BOB?)

Sounds like the BOB to me. First, check to make sure it's connected right-- the labels on the cords are more than a little confusing. Make sure you also don't have a loop heading back into your system (computer line-out -> BOB -> VCR line-in -> VCR line-out -> BOB -> computer line-in). Sometimes this kind of loop setup can be handy, since you don't have to switch plugs around, but you do have to mute things back and forth in the Volume Control panel.
I've said it before, and I'll say it again... save yourself a few headaches and go to Radio Shack, pick up some adapters, and find a way not to use your BOB for audio. This will solve the PC-VCR symptom as well as a few audio distortion problems. The only reason not to do this would be for watching TV-- for that, the BOB still needs to be connected to your PC.

Bypassing the BOB also solves some video problems (mpeg), because the BOB is slow to swich over everything.
In my setup, I bypassed only the audio-out from my sound card. Some audio feed back can be solved not only by mute things, but just turning down a bit the audio-in OR audio-out.
The bypass even gave me a louder audio to be recorded on VHS.
