why does panasonic mpeg1 look better than ligos mpeg2 ?

I have captured avi`s with my dc10+ from a hi8 source. I have tried creating mpeg1/2 with panasonic/premiere, panasonic standalone, msp 6.0(ligos mpeg2), ligos standalone(mpeg2). Nomatter what settings i use i think the mpeg1 created with panasonic look better than the mpeg2 created with msp 6.0/ligos.
Isn`t mpeg2 supposed to look better than mpeg1 ?

I think Panasonic is just a better written piece of software. It wasn't designed to be speedy but while you are waiting for it good things are going on. I would love to compare it side by side with Media Cleaner's MPEG-1 results one of these days.
