Are the RT cards capture only or do they have a tuner as well?

Pretty sure there's no tuner included with any of the RT cards.

Nope, no tuner. Doesn't matter much though as VHS/SVHS decks have tuners that will pass through to the RT cards analog inputs.
In my lab I have a cable box that feeds S-video in on the main SVHS deck which is passed to the RT.X100's S-video input.
