When I try to open a MPEG I or II file I just get an error message with garbled text. Can this program work with these file types. Do I have to install something to get it working?

I'm affraid, you can't Add MPEG files to the File list.
This is from bbMPEG-Help:
"...File List
This is the list of files (or a single file) that will be encoded, in order, into the single MPEG output file specified.
Add button
Click to add a file to the file list. Input files can be either an AVI file or a text file that consists of a list of bitmap type images...."
