Split MPEG file
I have an over 900 Mb MPEG file i want to make a VCD out of. How am i supposed to do that???

If you don't need to make a real VCD, but instead just want an MPEG file on CD, you could re-encode at a lower bit rate.
If you do need an actuall VCD, the only solution I know of would be to split the MPEG over two CDs. WebFlix Pro can be used to split the MPEG into two different files, and you could make the VCDs from there.
