how do I blur out obscene gestures?

Hi,
I'm still trying to figure out how to blur out obscene gestures (or corporate logos, etc.) on one portion of the screen using Adobe Premiere. Any help out there?

I'm guessing you would need to apply a filter effect like mosaic (some call it pixelate), blur, or crystallize to a portion of the frame. It would probably be a lot easier to do in After Effects, but perhaps you can accomplish it with a Track Matte in Premiere. Haven't done it myself, so I'm guessing here,

what capture card you using?

If you are using the Matrox RT2x00 or the RTX100 this could be accomplished very easy.
