Just got a copy (today), but never tried yet.
It comes with "NeWMAEnc.dll" and "VMPEGEnc.dll" for MPEG2 on SVCD.

Updated upgrade info;

Original 5.0 purchasers get it free, as noted before.

IF you bought 4.0 and got the free update to 5.0 then you can buy 5.5 for $19 USD.

Not totally free, but not a biggie either considering the improvements.
