What quality ? VHS or SVHS ?
It is said that VHS has a horizontal resolution of about 200 pixels and svhs up to 400 pixels.
So for VHS SIF should be ok better you double the lines to 576 because of the interlacing.
Try SVCD-resolution for a SVHS-system.
Full sized video frames for PAL are either 720x576 or 704x576, depending on the capture card. Half height frames, 288, lose half their vertical information.
What hardware are you using?

SIF stands for standard image format and means a resolution of 352x288, the same as CIF (don´t know what it exactly means).
Don´t worry about the vertical stretch. If you are using the matrox hardware mjpeg codec the image will automatically be displayed with correct 4:3. If the display on your computer-monitor is vertical stretched make sure to enable "always scale to fullscreen" in your dvd-max options, so the display on your tv will be correct.
