I stumbled upon some nice videotools here.

this is a shareware AVI editor that allows you to do a lot of tweaking to your AVI files and alledgedly is photoshop-plugin compatible. It has a nice user-interface and you can do stuff like convert BMP <-> AVI and manipulate the AVI header.

This one is even better because it's freeware:

This is a freeware segmenting capturing program, much like Avi_IO. It is in French, though...
