Sorry, it's not an infomercial. It is an excerpt from a regular and very popular BBC programme, Top Gear, mostly about performance cars. The big guy is Jeremy Clarkson, the leading light of the programme, and the little guy (I've forgotten his name offhand) is one of his henchmen and butt of his jokes. You catch a glimpse of his other one at the end.
