Best way to do flash video

What's the best way to do a SWF video, with controls (play, stop, etc.)?
I have tested Swish 2.0, but I don't like quality/weight ratio. Too heavy.
Same video in WMV =1.7 megas; in SWF=4.5 megas and it looks worse.
