can't get rid of user profile request at Win98se startup

sort of an annoying problem; recently a friend had win98se installed at a computer store and when she got it at home...at each startup Win98 asks for a password for the username "USER"...she hits okay or cancel (without entering any password) and then enters into win98 normally

...how can we get rid of that initial prompt for "USER" ... in the sys properties (control panel) we have selected configuration so that all users use the same system info...does something else need to be deleted in the reg.ini to totally get rid of this user info startup request?

In network properties choose "Windows logon" as primary logon instead of "Microsoft Network" (and delete the user.pwl file in the Windows directory if it keeps asking for a password).
