It's all done by the manufacturer - so you'll need to look at Casio's site. Is is a PPC2000 or PPC2002 device? If the former, unfortunately, you can't upgrade it (only iPAQs, and a couple of other lesser-known ARM PDAs can have their OS upgraded).
Do a scout around tho - there's probably overclocking tools available

I could have found that stuff eventually... but this Pocket PC is just for evaluation so I don't have much time to fart around with it.
