Very simple to do:
a. Thermally isolate your computer case leaving the external drive bays open (unisolated).
This means removing all case fans and using foam or any other isolation all around the case.
b. Buy a large (not too large) block of 'dry ice' (CarbonBiOxide)
c. Put it inside your case, and repeat every day.
Cons:
1. Logistics: You have to find a place that sells dry ice
2. $$$: You have to buy a block of it every day.
3. Annoyance: You have to open your case and insert a block every day.
4. Ventilation: your room has to be well ventilated cause your case will become a CO2 factory
Pros:
1. Your case's ambiant temerature will be around -4 degrees celsius
2. It's silent !
3. No problem of water condensing inside your case because this 'ice' is made of gas (CO2) so as it 'melts' it releases gas out of your case, thus sealing it to outside air
