Testing Capacitors?

Well, I lurk these boards a lot, and I'm always amazed at the amount of realy knowledge here, so I thought I'd ask a simple electronics question.
What's the proper method of testing a capacitor? And how often do they fail without visual clues? I have an MSI K7T-266 that died recently, and with all the talk of bad caps, I'd guess that's the problem with it too. But I don't want to buy a bunch of caps if that's not the problem.

Actually I like connecting them to about 600 volts or so of AC and seeing what happens

Well, last weekend I mixed up wall warts (those crappy power supply things) and blew a cap out of my Dobly Digital decoder, and after stealing a cap from a dead motherboard that works again for now. I know what happens when you do that
