VJ you will mostly find Sapphire and Hercules radeons here in Belgium (at least in my region). Both are good brands. And certainly stay away from Powercolor.
If you´re planning to do insane overclocks, yes, they use the least overclockable memory around. If you don´t, there´s nothing wrong with it - I have a Powercolor R9700 and I´m very satisfied with it. Yes, memory only goes from default 270Mhz to 290Mhz, but that´s not negligible on a DDR 256-bit bus. Image quality wise, it´s the best card I have since my G400, no instalation problems at all, and it´s bundled with all needed accessories: DVI-to-VGA adaper, S-video cables. Price is very nice too.

Yes, most ATI-based cards I seem to find in my region are Hercules, Sapphire and even Tyan...
