A program for windows that helps enhance the functionality and look of Windows for free? What have you been smoking? Unfortunately, even the software for changing the built-in Luna theme for WindowsXP costs money.

That's why I use linux, I can modify the hell out of the look of the OS without having to buy a lot of extra software.

I use StyleXP with some certain option so that I have unlimited personal use.

As Jammrock pointed, patch uxtheme.dll.
But you can also change shell to a free, 3rd party one, such as LiteStep (the most popular I guess...and this way of changing interface works in all versions of windows)
Other shells here
