They DO have good programmers, but they spend their time breaking the code so other non-MS software can't run on it

I remember back when they sold their Basic to Commodore for use on the Amigas. Everyone wondered why it ran so slow compared to the PC versions....then some enterprising soul tore it apart and found timing loops all over the place
