The simple solution is to just either enable "simple file sharing" or install IPX/SPX.

I thought all cable modems were like that: if you disconnect the modem from the cable line (or if your cable service goes down) the modem will use it's internal DHCP server to provide temporary addresses, starting at 192.168.100.11 for my SB4100. Once it connects to the cable network the ISP's DHCP server provides your real IP. My modem has a USB connection along ethernet, I've used it before as a two port "hub" to network a computer that didn't have a NIC.

I gave up and installed ipx/netbios... disabled netbios for tcp/ip and now it works... i don't like it but at least it works

Actually IPX/SPX is routable, but chances are that your average home router doesnt support IPX routing, and that your ISP's routers don't have it enabled.
