Notepad or Dreamweaver. Stay away from FrontPage.

Just go download e107. It's a prebuilt CMS (content management system) that's very well made and very free Of course, if you don't have PHP and MySQL on the web server, go with Dreamweaver.
Dreamweavers code is pretty tight and doesn't use nasty IE only tags like a certain other app.
If you don't have means, use Netscapes built in WYSIWYG editor.
IF you want to learn HTML coding, not just make the site, leanr the language and use textpad, UltraEdit or the like to build it.
Though Dreamweaver is still the easiest.

I would suggest Namo Webeditor, it works prett well and is very easy to use, easyer than Dreamweaver.
