Most of them do more damage than good
The best "accelerator" for dialup is if the modem is serial to set the serial port to 115000 instead of the 9600 that is standard

I've used the Earthlink Web Accelerator, and it and hte Netzero one actually DO increase surfing speed. It compresses stuff a bit more and images CAN look worse. Don't expect faster downloads of your windows updates though... not much help with that.
