Looking for content management system

Have a friend looking for the following.....

Does anyone know of a *FREE* content management system, suitable for managing the online version of a quarterly journal?
Preferably NOT requiring MS-SQL / or learning linux/PHP (at least not a lot of it)
I LOVED DotNetNuke but it requires MS-SQL. I looked at Mambo but it's pretty unfriendly to configure
