    How about free:

KompoZer is an easy-to-use web editor similar to Microsoft Frontpage or Dreamweaver. It is based on the same Gecko engine that powers Firefox and Thunderbird and features an FTP site manager, color picker, tabbed interface, CSS editing, standard-compliant markup, fully customizable interface, a built-in spellchecker and more.

You can place it on your USB flash drive, iPod, portable hard drive or a CD and use it on any computer, without leaving any personal information behind.

Thanks, this solution sounds perfect. I'll even make a donation if it does what I need it to do.

Well, the little Non-Profit group was delighted. Since they all share 1 laptop, the person can do the web page updates from anywhere.

          Thanks, Jammrock.

Note that Nvu isn't in development anymore (focus of authors shifted on new, unreleased yet "Mozilla Composer 2" (Nvu is based on "1")), however there is a community project http://en.wikipedia.org/wiki/KompoZer to fix bugs, etc.
