My IDE CDROM never worked on my Promise card either. And it's not exactly a cheap generic one.
When I first got my CD-RW, I put it on the secondary controller on the mobo. It didn't detect it, and then I realized that in BIOS, under Secondary Master, it was set to None. So I set it to Auto, and all was fine.
