Monitor power saving mode

I remember the time when i was using W95, inside Display properties->screen saver, energy saving features available are Standby & Suspend.
But since W98 onwards, only Turn off monitor setting is available.
Does any 1 has a idea why Suspend was dropped ?

Is turning the monitor on/off frequently more stressing on the hardware than keeping it on all the time ?
