I know this question has been asked a lot, but I simply couldn't find the old posts which talked about it. Anyone knows which program can overclock my G400? Thanks a lot.

I would like to know if I can O/C it by changing pin 31 in the bios like the G-200.

You can use the utility called "Performance Tuner", it's great and easy to use. I think you can get it at MURCs download, else I have a link for it in the news section of my page mentioned below.
Remember to put a fan on if you clock it high (many post have said that a memoryclock of 205 MHz was possible).

Performance Tuner is a derivative of Powerstrip. I highly recommend not using either of these utilities, as they have been eating G400 BIOSs. At the very least, make an emergency BIOS disk before using them.
If you go to the MGA tools site on murc, you can find g200clk (which is what most people are using), or you can sign up on Liews beta bot MGATweak.
