Received an email from Matrox UK tech support today.

Apparently my GVC1541 ali chipset board is not AGP 2X compat.

Thats not what the manual says

I don't care what the manual says. You could have come here to find out that ALI chips are junk, and won't do 2xDiME with a Matrox card (which is quite different than 2x DMA on any other card out there). It's commonly known that Matrox's 1x DiME is almost as good as anyone else's 2x DMA, so you have nothing to complain about.

So what are you bitching about Matrox TS for? They told you the truth. Perhaps you expected them to re-engineer your ALI chip, and write decent drivers for it?

Go whine to ALI if what they build isn't good enough for you.
