No it's a monitor phenomenon (is that the way to spell it. I'm no expert on the subject, but my own monitor does it in some resolutions (LG Flatron 795 plus).
It is hard to describe how it looks, it gives these funny stribes. I think it's related to the "very small stibed shirts on a TV" problem. Some monitors (including the LG) has a function to remove it.
You have probably also seen it in physics class in school, it's very commonly used there.

yup ... it an overlay problem when using two different rasters.
Imagine two grid with different intersections,
lay one over the other and start moving one.
Depite that both grids have straight lines, there will some circles appear moving and disappearing ...
sort of hard to describe, but I hope you got my point ...

I found a perfect example:
Think about a TV show and one of the moderators wear a jacket with really small black and white plaids ...
That jacket will show all kind of colors and flickers as hell .... that's a moiré effect.
