FSB Overclockers: how fast is your agp running with g400 vanilla?
As of now, both my G400 and my MAX work without a hitch at a 124Mhz FSB. It was my mem that couldnt go any faster. Since I just got slightly faster memory I might try going a bit higher. Only issue I had was AGP set itself to 1X, but after forcing 2X and looking for any diff, except for some slight stability issues and no speed increases, I let it drop back to 1X and it's solid as a rock. As a side note, at 124Mhz FSB, I also OC'd my G400 to 146Mhz (Just shy of MAX speed) and the MAX goes from 150 to 165 with no probs. So OC away. If you have any probs, it's more likely to be a problem with the memory in my experience
Many people have had great success running the G400 at very high speeds. It's success rate appears to be much higher than other boards of its generation.
Having said that, it is difficult to predict what your results will be. This is one of those questions, and we get it a lot, that has only one true answer: maybe. You'll never know until you try.
I suggest going slowly. See how it does with 117 and 124 MHz FSB's first. If everything is fine in Windows, try some games. If you see signs of instability, stop and clock it down.
Fine up to 92mhz, 138mhz fsb. Running at 89/133 so I can set my main RAM at 3-2-2.

You should set your AGP divider to 2/3 if you're running your Celeron at 100 MHz or above. It's a division thing. You want to keep your videocard at as close to 66 MHz as possible.
As for your second question, it depends on your processor and your RAM. I wouldn't expect too much more from your processor. If you up the FSB to 103 MHz, you'll be at 464, and that's pretty fast for a 300 MHz Celeron.
Overclocking the AGP bus shouldn't fry anything--it's not really generating a lot more heat. It'll just freeze up, at least that's been my experience. You then restart the computer and reduce the fsb speed.
Frankly, I like the fact that the AGP is the slow link in my system. It's one of the safer limits to have. It's not going to fry anything, corrupt anythign, or make it hard to get the machine started again, like overdoing other things might (RAM is the worst in my experience).
