I'm sure that they do. But they can be fairly certain that it'll work because they can test every chip BEFORE they mount the puppies on a pcb dimm stick. They can even bin the puppies as to what speed grade they are when they are individual chips.
Design for test == big $$$
rambus thinks that lawyers == $$$. They don't have to worry about design for test because they don't actually make anything.
