However, some developers (all of them, it would appear) don't like reinventing the wheel just to put some graphics on the screen... so we're talking about Windows. K?

Yes, stop talking about non-Microsoft products. As you know, *all* normal/sane/non-dumb developers (except the ones that write Linux, UNIX, Mac, BSD, etc... apps) know that only one OS is need in this world. You get it? Good, now delete that non MS OS off you hard disk and conform. And, stop "reinventing the wheel", that is Microsoft's job.
