Think about that you just wrote - if it's a BUILT IN self test, then the testing circuitry would be BUILT IN to the Parhelia core, would it not?
Still, that's probably not what this particular chip is.

Not necessarily. Even if the chip had some kind of BIST, you would probably want/need some kind of auxilliary setup to get any/more information out of the thing.
