I (well, not me really) eventually found a solution in respect to the PAL & DVDMax problem which would produce choppy playback with Divx video. I have been browsing in this forum quite a bit looking for a solution but unless i missed something nobody provided a definite answer. Reclock is a directshow filter that will try to find the appropriate framerate in order to match 25fps as closely as possible. As far as i understood audio is also resampled accordingly.

Seems to work, finally I get those 23.9somthingFPS XvidDs smoothly on my TV. The refreshrate of the primary monitor doesn't seem to care much when using DVDMax. Just force the movie to 25fps does the trick. Haven't tried with those NTSC rates though, might be trickier.
