anyone still using G400/G450/G550 cards for tv-out here, might like this little gem I found (it was mentioned on the AVSForum board):
reclock DirectShow filter
It reduced the jerky playback of lots of 25fps AVI files in PAL tv-out mode for me to only a fraction of what it used to be (I still don't understand why NTSC playback doesn't seem to suffer from it on my G400 though).
I found the advice in the readme a bit less than 'optimal' though on the point where they advice to disable DVD-MAX and use the TV-Out as primary output device in windows to get the proper sync. Quality will be a lot lower than DVD-MAX, and you will also lose full overscan. I advice to use DVD-MAX, and sync the output of the primary head to the tv-out ('optimize for performance' in clone mode properties). This way the filter will detect the proper refresh, and you will be able to use DVD-MAX at the same time.
