If you can afford a PCI Parhelia, you can most likely also afford an AGP Parhelia and a new board

Let's find us some electronic egineers and make us a board with 3 AGP slots, either for three Parhelia's (9 monitors... *drool*) or we could have a Parhelia (for games that support Surround gaming) an ATI 9800XT (for games that won't crash with ATI's drivers and require full DX9 features) and an nVidia card (for Linux). Then you'd have the perfect computer

The PCI Parhelia is PCI 64/66MHz which equates to 533MHz, which is equivalent to AGP 2x.
Although PCI Parhelia is too expensive for gaming.
You will be able to get slightly worse performance from Radeon 9000/9100 PCI or FX5600 PCI.
If you don't plan to play DX8 or higher games, a GF4MX PCI is also a good choice.

Yeah the PCI version is going to be more expensive than the AGP one, due to the PCI64/66 extender, which would make it good for a 4 monitor setup on a workstation class system. At PCI33 its going to run like any other PCI graphics card... heavily limited by the bus. Since you don't have an AGP slot, theres no way you'd have a 64/66 pci slot to take full advantage of the card :P
