Some of the Parhelia-4x cards had a problem, witch is very similar to what people experience when using very low refresh rate on their monitors (60Hz). It is clearly visible when there is bright colors (white / light blue etc) in any 3D application, including games. Sometimes very annoying...

You're right that they're not using all the AGP bandwidth, but the 8x Parhelia is also a revised core that (1) runs faster and (2) doesn't have the 3D analog flicker problem.
