so is there a central place where i can get the recommended .cfg for tweaking opengl for my g200?

Either Kruzin or www.tweak3d.com if you look around they have a autoexec maker for HL/TFC. They explain what a function does, gives you a recommendation, and then you can set it.

There is no decent site I've seen yet. Been looking since the day I got my max.

Tweak has ZERO info on g400, which is understandable.

Some sites for q2, hl and q3a, but mostly bits and pieces. And the most comprehensive so far have v3-only help, and most have stopped updating after this summer.
