You have to change it in the BIOS. You can usually get into the bios by hitting "Del" or "F2" when the computer starts up. Somewhere in there will be settings to assign IRQ's to the PCI and ISA slots. What you will probably have to do is assign IRQ's to the other 3 cards. Not many mobo's let you set the AGP slot IRQ.
Check if your system is full. That is, if there are any IRQ's left. I disable all shit i don't have to use (2nd com, USB) in Bios to get some more IRQ's free for other hardware.
Normally, your IDE controller should be on IRQ 14 or 15.
Disable "PNP OS" in your BIOS, and force every IRQ. Disabling useless ports should also prove useful (com2, USB...).
