Q2 and SiN (dunno bout that other one) are OpenGL games. EMBM is a function of D3D. It would take a lot of doing. But it is possible. It entails writing an OpenGL wrapper for the game that would support EMBM, and for the textures in the game to be reworked to include bumpmaps.
I know of at least one guy who has done a little bit if this for Q2, but I don't know if he's going to release anything on it...

Overall, I doubt we will see very many older games patched to use EMBM. It's a lot of work, and software companies are too all busy with their next game to worry about adding features to old games. It will only happen if 3rd party programmers, like Egerter, do it.
