Yes, there is. NFSHS wanted to do only software render for me as well. However, you can specify which 3D mode to use by running Start -> Programs -> Electronic Arts -> Need For Speed High Stakes -> 3D Device Setup. Tell it to use Direct3D. It may moan a bit saying that it might not be the best option, but it will run OK.
Software rendering sucks. At first I thought that it was doing Direct3D so I told it to do me at 1024x768x32. *ouch* That hurts in software.
