Refresh Rates in Q3A with W2k and G400

Is there any way I can raise my monitor's refresh rate for Q3A in W2k? My desktop is running at 85 but Q3A at 800x600 is running at 56. Anything I can do about this?

seta r_displayRefresh "85"
into your baseq3\autoexec.cfg file.

How about in Unreal and UT? My refresh rate must be something like 5 hz or something (not really)
