Does a program to limit FPS exist?.. no joking

Flight Sim 2000.
When I play play between 20 and 30 FPS it runs smoothly.
When the game goes over 30 fps it begins to sttuter.
So that´s the question. Does a program like that exist?.

It's a game setting. I don't know if or where it is in Flight Sim, but in Quake (for instance) you can cap your FPS with some permutation of the r_maxfps command.
