D3D.
Using D3D gives me 10-20 fps more over OpenGL. Using OpenGL I top at 27 fps. With D3D I top at my fps_modem which is 60 fps. Getting 60 fps only happens when staring at a wall. With OpenGL staring at a wall I get 27fps (WTF?). I see no difference in image quality. If there is any it is negligible.
The only problem using D3D is when connecting to a server and something goes wrong the screen goes blank. If this happens alt+ctrl+del and go to task manager and stop half-life. This only happens to me when connecting for the first time. Any way its unpredicable because most of the time there is no problems seeing the menus.
NOTE: You have to have gl_texsort 1 for the textures to work. If using OpenGL turn it off. I do not know how many times I have read that it hurts performance (Tweak3D, others). Oh it might be a little dark so I use these settings and everything is fine.
texgamma 1.8 //lower the brighter, textures)
gamma 4 // 4 is the max)
brightness 2
gl_polyoffset -2 //has to be negitive in D3D so you can see decals (blood, bullet holes, etc)
lightgamma 2 // default 2.5 lower the brighter at 0 no dark shadows on level
That remindes me there is a weird anomaly with the decals. You can see them around corners. Nothings perfect.
