'Certified' means Microsofts 'Quality' control labs have given them the once-over and their stamp of conformity.
This doesn't necessarily make them better or more stable, as firstly they take time to certify, and newer and potentially better drivers may not yet be certified, and secondly different driver sets can mean different problems to different people.
Try a few driver releases and see what works best for you.
...oh, and certified drivers don't usually allow the disabling of V-Sync.
If to speak about games, it is possible to say following:
1. Using certificated of the driver, the problems practically no, as Dx them perceives.
2. Not certificated of the driver can abnormally work with D3D.
3. If to speak about OpenGL, here like as the problems did not meet.
