Well, it's a T3-Fractional line (I thought it was T1, but really is T3), but I did some speed tests after getting those horrible pings and I tested in at 400+ kbps, not bad at all if you ask me. I have already set my connection speed as T-1 in UT, even tried other settings and even adjusted the netspeed manually in the game. Maybe I was just on it at the wrong time...
